Ok well we'll need a few more details:
1. How many chips have you got, How many of each colouror denomination have you got? (If your planning on buying chips please give your budget for chips)
2. Do you want this tourney to be a freeze-out (pay once, no chance to rebuy when your knocked out thats it), a limited rebuy tournament (buy in and have a specific number of rebuy's allowed i.e. 2, which can be take up until the break and can then be taken as top up's), an unlimited rebuy tournament (buy in and can rebuy more chips as often as you like, top up's available at the break).
3. Will this be a self deal tournament or will there be dedicated dealers at each table?
4. How many people do you intend to sit at each table?
5. Do you want lots of breaks or no breaks at all?

Sorry for so many questions but the blind schedules and starting stacks depend completely on the answer's to these questions

A couple add'l points.

1. I assume you are not playing in this. With 60 people, you'll need a dedicated TD IMO.

2. Make sure to have a set of rules (Roberts or TDA) available to back up decisions you make. Make sure folks know about these ahead of time to avoid arguments.

3. Assuming you don't have non-playing, dedicated dealers, a true rotating deal may be problematic. Assign 2 table captains that know basically what they are doing, sit them across each other in the middle of the table (HE style hopefully) and have them alternate deals.

4. For 60 players and 8hrs, you'll have a fairly aggressive, shallow stack type tourney with 50bb stacking stacks; 75bb max maybe.
