You could do a "single rebuy". You can make these available anytime during the first X levels, specify that the buyer must be below Y number of chips or even be busted. These are more of a saftey valve rebuy, intended to allow players to suffer a bad beat.
I like "unlimited rebuy" tournaments. You can buy a full stack anytime during the first X levels whenever you are at the starting stack or below. There is an add-on at the end of the rebuy period, where anyone who wants them can buy 1.5x the starting stack for a normal buy-in.
This means that you can (and should) get a rebuy before the clock even starts. Anytime you fall below the starting stack you should rebuy. The idea of this is to get lots of chips on YOUR table in order to win them after the rebuy period ends. You should always take the add-on unless you are a massive chip leader, at least twice second place.
I like these rebuys because you can play loose and wild during the rebuy period and there are more opportunities to make mistakes for the non-math crowd. Some want to win it with a single buy-in, some want to push any two cards to double up or rebuy. Some won't take the add-on... although that hurts us a little by not getting max $ into the prize pool it hurts them more because they suddenly took a dive in the chip ranking.
If you want to run a multi-rebuy tournament and usually play $20 tournaments, make your first one a $5 unlimited-rebuy, with subsequent ones $10. You've essentially just increased the real buy-in to $30 with the $10-Rebuy though, so be careful... $5 might be the sweet spot for a $20 freezeout crowd.
