From pokerstove, at a full (10 person) table, against 9 random hands, 23o is better:
equity (%) win (%) tie (%)
Hand 1: 05.5364 % 04.92% 00.62% { 32o }
Hand 1: 04.8248 % 04.02% 00.80% { 72o }
I'd guess this is because 23o has a better chance of making a nut straight.
