The BEST 5 cards win a poker hand. ONLY 5, never more.
In your example, the best possible 5 card hand is 9-9-K-Q-8.

The hand would be a TIE, & the kicker card would not play, if , for example, the board was K/Q/9/J/J
where the best possible 5 card hand would be J-J-9-9-K, (2 pr plus a king for 5th card), the extra 8 & 6 in the hole cards do not "play" & there would be a tie. ( Your at a game with real novices if players are trying to factor in a "6th" card to break a tie..)
