Not sure if this should be in the Online Poker forum or not, but anyways...
Final two people in online sit and go, player A has 6000 chips, player B has 2000 chips. Blinds are 100/200. Every hand player B goes "all in" and player A folds waiting for a reasonable hand. Player B keeps stealing blinds.
What is a minimum hand for player A to call when the player B is being aggressive?
w/ 6000 chips & only 100/200 blinds you have time to wait.
I believe Q7 is the average hand (or close).

Your question means that when you are the SB/button, you are always limping in, and then letting him steal your chips with the all-in bet. Weak. Do you own stealing when in the SB -- cuts your problem in half, and keeps your stacks relatively even until you clash. When you're the big stack, be the aggressor, not the defender.
Use the suggestions above when you are responding to his all-in bet.
