This is kind of a guess, but I think it has to do with how many times your hand wins/loses/ties with ALL possible hands being dealt. If you look at 2dimes.net it lists the following:

Interesting to note that since both of your side cards are low, the "tie" plays out so much more. If the side cards were higher you'd be what I call domiated and more than a 2-1 dog:
