It's not the Word template that's out of whack, but rather your printer and every computer printer out there. For simple prints on a white background, you'll need to adjust the parameters to fit the variations of your printer. If you want to print a full color background you'll need to set up the Word template to accommodate for bleed as no printer is going to print a one inch image exactly into the 1" parameters set in the template; you'd need to learn how to change the template or create your own .dot file based upon the specs for the label sheets that Consolidated has posted. The Word template is there for you to use if there is no other option available, but it's hardly an efficient application for the more precise printing that would be necessary for chip labels.
Surething does have some fairly easy to use adjustments to correct for printer creep, and has settings for bleed, but it still does require some sort of knowledge of printing so that you'll know what to adjust.
If you don't want to invest the time (and it can require a bit of time) to familiarize yourself with the terminology and then to make to adjustments for your printer, it might really be more cost effective (and less frustrating) to contact one of the label printers who frequent this site to have them printed for you. Their prices are really quite reasonable (probably closer to dirt cheap) considering the services they include with the cost of printing the labels.
