There are manual presses for hotstamping, some available on eBay, though you might also find one locally. It's a long tedious process, make sure you have some extra chips to ruin as part of your learning curve. Quite honestly if the option is available to have them hot stamped at the time of purchase that would be the easiest solution and probably the cheapest. While the process is not quite as arduous as applying labels, it's still going to be pretty time consuming.
Do note, that these devices do get HOT and care needs to be exercised when using them. If you're dangerous around a soldering iron, then you may want to have a friend around to help.
Alternatively, you might want to look for local printers that might do hotstamping. Small local printers are a dwindling number as it is, but in larger urban areas, there should still be a few around that can provide that service.
