I'm curious about the law in Israel... I've never heard of anything like it before. Is it a religious issue? That would be weird, as I've played with several observant orthodox Jews in the past.
I'm with Matthew as far as wondering about whether chips with numbers but without currency symbols would be allowed. There are several nice options for such chips-- Private Cardrooms and National Poker Series are two possibilities. Also, since I assume $ and euros are not legal tender in Israel, I'm wondering if even denominated chips would be ok, so long as they are in foreign currency?
If price is an issue, you might want to check out a recent thread that I believe was called "cheap chips"--- the OP there was also looking for non-denominated chips, and you might be interested in reading everyone's recommendations. edit--
