A little news to pass on. I spoke with my brother today who has been checking my mail for me while I am off flying helicopter recon for forest pests in Northern Alberta. My 200 MGM quarters arrived today.

(I am not sure if I am happy, surprised, steamed or any other emotion). They arrived in a flat rate envelope with stacks of 20 chips wrapped in bubble wrap. I don't have a scan or a photo but it sounds like they are in slightly used condition, not mint condition as advertised.
While I wait to see what condition they are in I will say this about my transaction. It was not the smoothest chip transaction I have ever completed. I sent him money, then he asked for more for insurance. When this thread surfaced and I asked him for an estimated ETA he seemed awfully put off about answering questions. My tracking number never registered beyond "waiting for the parcel to be delivered" so I had no idea they were even arriving. They were shipped poorly, even without me seeing them (buy a damn box, even a shoe box would be better than an flat rate envelope). The condition of the chips is still up in the air. He quoted them as mint, but as far as CCGTCC conditions I am not sure if they are New, SU or Average.
I learned the following things from this transaction:
1 - I will NEVER complete another chip transaction with someone who isn't a CCGTCC member or a highly noted Chiptalk poster/sponsor. I don't care how many eBay transactions are out there with positive feedback, someone from outside these two groups will need to have something really special for me to go beyond. Fore example "mint" is not a CCGTCC condition code. Get the person to use the CCGTCC condition codes. It also helps to have the 3 day satisfaction guarantee in the CCGTCC code of ethics as a backup.
2 - Get good photos from the seller and document them. I think this guy was using stock photos and sending them to everyone. If they were unique I should have asked for better ones anyways. My F*** up because the transaction was done before this thread surfaced. I trusted too easily because I didn't know that he became an en-masse supplier to the whole world.
3 - Specify the means of shipping if it is a big item. Ask for a box. I didn't think this would be such a big deal since I paid for shipping. Use the USPS or Canada Post website to get an estimate for yourself as well. The whole "who pays for insurance" issue is another ball of wax I need to think about. At the very least it should be included in the shipping quote as an option.
4 - If the member is not a CCGTCC member then use eBay, jackpot auctions or the Chiptalk marketplace to complete the transaction. The buyer protection is worth it. While the CT marketplace is not fool proof it seems to be clean most of the time and a poor transaction can quickly be alerted. Using PayPal and a credit card is also worth the protection as well.
I will post some photos when I get some worth posting. I hope that everyone elses transactions get completed. Despite this one working out, the fact that the seller has left so many of my CT brothers in the outhouse means I am not 100% satisfied. If you screw one of us over, you screw with us all.
If I think of anything more to say I will post it later.
