It can be a PITA, but this is how I handled my few disputes on paypal, and I've come out on top with each one using this method.
PayPal Phone Numbers
Go to that web-site. There you will see a list of many paypal employees.
Skim the list and call each and every "executive escalation" person and speak with them or leave a message (generally, they will actually call you back if you leave a polite message).
I got hooked up with one that helped me several times, but I just checked and his number is now disconnected (I had him programmed in my phone, that's how many issues I was having in a brief period of time last year).
Or, if you call paypals general number, continuously demand to speak with a "senior agent" over and over, they are the ones who have the power to do something about it, everyone else is stupid.
