Don't know who makes them, or where you can buy them, but they've been showing up in lots on eBay for a couple weeks now. Same seller each time, including the auction you referenced.
These chips were made for a gentleman in the midwest who wanted a custom set for his monthly poker game. He wanted the design to be the graphics of his favorite slot machine. Shortly after receiving them he decided they were just too nice to play with and put them away. He soon got a set of St. Jo's for his game. A few months back he decided he would part with these. He gave a stack or two to his buddies and decided to put the rest on the on the block, and that's where I come in.
The inlay itself makes these one of the most beautiful chips I've ever seen.
