In any image editor - photoshop being the premiere - but print shop or photo pro - whatever...
The first and simplest is a smaller image (say 600 x 480 *not* 1280 x 1024)
The file quality can also be adjusted when saving the final image - usually you can preview what the quality setting is doing and not end up with pixelated crap.
Photoshop you want to look for file> save for web and save as a jpeg. you need to reduce size or resulation. Most digital cameras do a crappy job of compressing the image. So running them through photoshop is usally not a bad idea.
if you don't have photoshop, microsoft has a group of downloads called microsoft powertoys for windows xp. the image resizer is about 2/3 of the way down the right side of the linked page, and it enables you to resize one or many image files with a right-click with the image opened in internet explorer. it saves the resized image to the same file as the original image. while this may not be the best option, it has always worked for me with reducing image size. i've never even tried enlarging an image with it...
In general, any image that's used on the internet SHOULD be at a resolution of 72 ppi (ppi is also called dpi; 72 ppi is screen resolution, anything higher is unnecessary for monitor viewing) and then you can resize the image in terms of Height and Width (i.e. 500 x 300) ...
