Definately made by the United States Playing Card Company (USPCC), probably sometime between 1920 and 1940, perhaps the 50's. Individually, these retail for about $2 - $3. In a quantity, they go for less. But the rack complicates pricing. Unknown if it is old or new, valueable, or not, but probably not.
There are three colors there, all very common. If the yellows were there (25 or so of them) then you would have something.
BTW-These are called generic, wheel chips. Clay composition, plain mold, inlaid chips.
If you like them, then a $100 is OK. If you are looking t resell, then you better get them for less!
