i would think it's better and cheaper than air-tites and a book over time... you can put lots per sheet and then 2 hole punch them and put them away in the binder... No air or anything to get to them...

Not a bad idea if you are trying to protect many chips and don't plan on displaying them. Like if you were going to put them in a safe deposit box.

I have a Food Saver in the kitchen as I write this so I will give it a shot. I can't imagine why it wouldn't work because it does a great job with everything else. The only thing you would have to do is watch when you punch holes in the package because you do not want to break the vacuum seal - all you have to do is place a second seal along the edge so that you can punch the holes. I will give it a shot and post pictures so you can see what I am trying to say.

Yes i get it, cause if you punch holes the seal is broken. You would have to just add another seal on the other side of the area that you plan to punch.

Here you go:
It seemed to work fine and I think it would suit your purposes nicely. Sorry the picture is a little hard to make out because of the glare, but it was difficult to get a picture to come out due to the translucence of the bag.
I also didn't get a full vacuum pull because I was reusing a leftover bag and it was about an inch or so narrower than would have been optimal; however, it did still work. Punching holes for an album shouldn't be a problem either because I always seem to forget that the way the vacuum nozzle is positioned you end up with about an inch of "wasted" bag on the far side of the seal which would be perfect hole punching real estate.
