There's no qualifying criteria per se and it seems to vary from one individual to the next; it's just a term that was invented by some people on this site.

If they spin, they're spinners. I know that sounds like a stupid answer to your question, but if the chip doesn't spin (like a top) then its fine and I keep it in the set.
ya spinners dont work....please guys, since no one has offered (that i know of) ill be your spinner trash. Since some of you have no use for these chips...ill dispose of those unsightly things for you. I would hate to see any of you have to use such ungodly creations...much less play poker with them.
we get it brimar. you don't think it's a big deal. move on.
