THis is an interesting question. My suspicion is that South America is one of those places where poker doesnt really have any standing, like Italy.
My pet theory, completely unannotated, is that its because the non-international decks in use there are more popular than the 52 we use.
THat said, surely they have roulette, craps et al, so I suspect there must be chips somewhere. Maybe Castro sends them the ones he nationalized
