Before you go out and spend $50+ on a Pelican, you may want to consider the TaskForce case at Lowe's for only $25. I went to Lowe's to check it out and discovered that it is much better constructed than the Husky and comes with "pick-and-pluck" foam, and so it has replaced the Husky as my main chip case. Check out these threads:
Task Force case <-- pretty cool pics of what others have done with it. Looking at these examples, you should be able to get all of your chips and most of your cards in. I can get 15 boxes and two set-ups in mine.

Also, it has built-in latch locks (handy if you have kids or unscrupulous players around) which is less of a hassle than putting padlocks on a Pelican. Plus, if you still don't like it for your chips, it probably could work fairly well as a tool case.
