It is recommended that you give them a wipe-down before oiling to remove as much of the clay dust as you can. Otherwise you will make a paste out of the dust when you oil them.
I plan on using my compressor to blow all the dust off before oiling them.
This should stop the clay paste that everyone talks about.
I gave the edges of my ASM's a quick wipe with a slightly damp cloth. I did not clean the faces at all. I then oiled and wiped down all 540. No "paste" of any kind. I would wonder how much oil is being used to create a paste problem. I used probably no more than a couple of teaspoons in total, with much of that remaining on the cloth, not ever getting onto the chips.
I agree with dad604. If the chips are dirty, or soiled- clean them first. Otherwise the oil is just going to accentuate any blemishes. It might even 'set' the soil/stain- making it that much harder to clean later.

Well after receiving my chips there was no need to pre-clean them at all they had no dust or grime of any kind that i could see, so right on to the oiling part!~
