Repeat wiping with a new towel until they are not slick.
Done. Don't let them sit too long. The oil will seep into the inlay.
If you are doing it the 1st time. Do 100 or less at a time as stated above.
I have never found that letting them sit for any extra amount of time improves anything.

It depends, sometime you get no inlay saturation, others you get it pretty fast.
If you do get it do not panic. It usually fades over time and I've never had an inlay's color run or get damaged.

I just saw someone that said dip them in oil, wipe them off, then let them sit for 24 hours to dry.
Is that not necessary? I did that with some old ones, but it would be great if I don't have to let them sit and dry for 24 hours after the oil is wiped off!
Just wiping them good (leaving no visable excess) should be fine. It's not like a towel is going to strip all the oil off.
Wipe enough off so they are no longer slick. As far as I'm concerned nothing more than that layer is going to be 'absorbed' anyhow. If it did, the chip would fall apart.
Even after a good wipe down like that, if you rack them and let them sit for a day you still have a small amount of excess pool up on the edges. You can wipe them down one more time and should be good to go.
