ok i have a question.i have recently bought a set of CFC casino chips.if anyone has seen these chips before they are absolutely FILTHY.they were used in a casino back in 1994 so they have lots of use in them and therefore lots of dirt and gunk on them.
i have been cleaning them the old fashion way.using a toothbrush and dawn dishwashing soap.it takes a while to do one chip but you got to do what you got to do.even once i get done cleaning them they still show a little dirt on the chips in the deep cracks.i tried to get in there a get it but it just isnt working.so i am leaving the littl bit of dirt on there.there is a BIG noticable difference in the chips i have cleaned and chips i havent cleaned.
so my question is. is it ok to oil chips that still have a little dirt on them and that are so old or is it pointless.i dont want to spend all the time oiling them if it wont make much of a difference.the white chips have a yellowish tint already.i clean the dirt off of them when i clean them but they sill are yellowish.i dont know if it will make much of a difference.
PLEASE HELP ME OUT GUYS.CLEANING THESE TAKES A LONGGGGG TIME.
Sounds like you need some Pipeshield or Kaboom (see other threads in this section). With Pipeshield, since it does not dry out the chip, there is no need to oil them afterwards.

I've cleaned lots of filthy chips with PipeShield. I use it 1 PS: 4 parts water; let them soak for at least 24 hours and wipe them off. I use a toothbrush on the crevaces and sometimes a toothpick for stubborn gunk. I have noticed some drying so I oil the after drying them off but thats up to you.
Give the wife back the dish soap. Do a search and find the 2 different post by oldcycles and myself, on chip cleaning. It will save you a ton of time.

Everyone else gave you good suggestions, but I'll address your original question:
You have to decide if your chips are 'clean enough', but I suspect they probably are. As far as oiling goes, why don't you just try it? It doesn't hurt the chip at all, and again, you can decide for yourself if you then want to go through the rest of the chips.
If you oil dirty chips, all you do is make the grease/filth dissolve in the oil, so you can wipe it off more easily with a cloth.
Not really useful, unless for some reason you don't want to clean your chips with soap/detergent.
