Normally things tend to become more brittle (and easier to fracture) at lower temperatures, but it normally needs to be much lower than just 10-20 degrees difference.
I received two sets of chips yesterday and when I opened the boxes they felt like they were 45 degrees. Not freezing, mind you, but cold.
I thought about keeping the case open so they wouldn't "sweat"

But they ended up OK as far as I can tell.
I don't know about really cold weather. If oil and general wear (beer spills, liquids, etc) don't impact them much then I wouldn't expect cold weather would mess with them either. Just don't go outside in the ice and start throwing them to the ground or using them to make snowman eyes....
