It looks like the chips were painted with something oil or tar based, as the chip has soaked in the black paint. The edgespots have turned into a different color.
The funny thing is that the inlays are normal looking, which led me to believe the paint the Gaming Commission used on these chips was oil based. The chips have the normal grime and dried up dirt on top of the black stuff. It almost looks like the chip is a black chip with a white inlay.

I'm going to go look for tar remover or something like goo gone to see if it breaks down the paint. The problem is that I think the chip has absorbed the paint, so it's no longer on the surface.....

It sounds like you know what you're talking about, I'm just surprised Russ never mentioned that to me when I asked him about the dirty chips. I've been in his store at least 6 times since I bought my first batch from him, and we talk about the chips at length each time I'm there (he told me point blank he didn't know what the black was, and we agreed that something in the water--maybe a microscopic life form--had stained the chip. I'll ask him again next time I'm there. Thanks for filling in the rest of the story for me. That completely sucks that the gaming commission destroyed chips he was entitled to.

We talked on the phone for a couple of hours and I knew folks here would want the back story so I quized the crap out of him.
Being into motorcycle history it comes second nature for me to get info like that.
It was a lot more detailed but you got the highlights.
Also for you guys that got clean chips he is cleaning them now like we are after I told him. lol

I think I called him a week after you got through with him. He had bought the powder (pipe shield?) stuff for cleaning.

My first purchase had been handpicked by djriley for me, nice guy that he is, so I avoided the black tar bogeyman entirely.
Didn't know you had to be that specific when asking for chips. I had merely asked if there were any $2.50 chips left. He said he had 57 left. I took them all, and now I know why half of them were still there.
Granted, we had been talking on the phone about pipe shield and yadda yadda yadda, I was going to be cleaning them myself anyway. My fault for assuming, but wow.
I don't consider these 'chips' really. They're a rescue mission.

Still not sure what to do.

So far GOJO is been the thing that has the best results.
Hand Degreaser with a little of pumice in it = GOJO.

The chips are still a little dull and greyish, but no longer black.....

I still have to try SImple Green soak though.

Simple Green doesnt work... I have tried. 72 Hr soak and no change.

You may want to try this with whatever chemicals you are trying.

I have not tried it on a Paulsons. But I had good results that did not even wear down the cross-hatched surface of the Blue Chips.

Even kitchen pads were rougher on the chips than the 0000 steel wool.
