How can someone remove a cancellation Starburst hot stamp from a Casino Paulson chip?

How can someone EASILY remove a cancellation "Starburst" hot stamp from a Casino Paulson chip without damaging the chip?

I haven't tried, but if there's an easy way to remove them, they're lousy cancellation stamps.

Try duct tape. You can try it on a very small area, just rub it hard against the surface to smooth it down. You may need to vary the speed in which you peel it off to get maximum removal. I do not know if this will work, but I have used duct tape in this manner to remove paint, stickers, etc. in the past. It should not leave a sticky residue, but that will probably depend on the brand/quality of the tape that you use. Worth a shot.

A toothbrush and a mild abrasive will probably remove the foil, but the heat embossed stamp (the starburst) that has been pressed into the chip will be there to stay. Do be aware that if the casinos design was also hot stamped that it too (the gold foil) may be removed.

The giant-size inlay is NOT a hot stamp.
It is printed with graphics, so I'm not worried about the inlay.

If it's an inlay, the chip will still bear the scars of the starburst stamp even if you remove the foil. You might want to just try a small portion of it to see if the hotstamping may have penetrated through the inlay layer before removing all of the foil. It could end up looking worse with the foil removed if the inlay area is damaged.
