I think it is a balance. Very early everyone has the same number of chips. Yes people will win/lose chips and need to start making change eventually. However as that begins to happen you have the balancing effect of bustouts which will raise the ave # of chips per person.
If you start with too many chips as soon as a couple people bust then people are stuck with large piles of chips that they don't want to put into play and then the game slows down as they have to cut out and count out 10-20 5s everytime they want to make a large bet.
As other people have mentioned the entire issue is helped by just starting the blinds at 25/25 or 25/50. The 25 is a much more efficient denom for the simple reason that it takes 4 25s to make the next denom - T100. Whereas it takes 5 5s to equal a T25. Simply eliminating 5s and having the smallest denom in your tourney set a T25 is a 20% saving in chips right there.
I used to use T1000 starting stacks and 5/10 blinds but the piles of useless 5s sitting around unused was annoying as soon as the blinds got to 20/40 and 30/60. Simply because people stopped using the 5s and put the 25s in play. Now I start at 25/25 and give out T4000 in chips. It is just a better structure and a more efficient use of chips.
T1000/(5+10) = starting m=66.7 and T4000/(25+25) = starting m=80
In the second level your m drops to T1000/(10+20) = 33.3 and T4000/(25+50) = 53.3. By the 3rd level you are only 30-40 min into your tourney and 20/40 blinds drops your m down to 16.7 and people are already under pressure from the blinds - that is why you find people are running out of 5s. The T4000 is just a more generous structure.
Drop the T5, start with T25 chips and you will never go back.
