I'd like to buy a 1000 piece carrier, but can I pay using a CC thru Paypal? I don't have a Paypal acct and wouldn't have time to set one up and transfer money before this offer ends.

If you send in your email order, you don't have to pay until he invoices you, which sounds like it won't be for a bit until the carriers actually come in.

You should have time to set up an account by then, it doesn't take too long to do (unless you don't have a bank account!).
