Of course a few things need to be understood. First the law hasn't passed. Second if it does pass the Online sites are outside the jurisdiction of Finland's government and thus are basically exempt as long as they don't set foot in the country. Next, if this law was passed it would likely run contrary to several international trade agreements (similar to the UIGEA) and the online sites would definitely consider challenging it in international courts. Finally, it is likely that most of the sites would just ignore it the way that many major sites ignored the passing of the UIGEA.
So it is certainly a sneaky and backhanded way to try and outlaw online poker and gambling in Finland, but I have my doubts that this will succeed even if it becomes law.
