First off, they are invading the privacy of your transaction by reading or monitoring the notes section of your transaction. Secondly, they are acting on something, of which they know nothing about, nor do they have the authority to do so. |
I'm not saying its right, I'm just saying they could potentially be so scared of the renegade US gov't that they are reacting to everything. Sure, by doing this they are hurting their member base, but they are absolutely doing this in an effort to protect themselves.
One quick thing: you have zero expectation of privacy with regards to the memo section of your paypal transaction.... Paypal isn't violating anyone's privacy when they read something you voluntarily type into a form on their website. They have all the authority in the world to act upon any transaction they deem unfit. Its their service and they can do whatever they want with any transaction they please.
To use your bank check reference, the bank absolutely CAN deny the cashing of a check based on anything about the check that could be considered "not correct". A bank's check isn't a valid form of payment unless the issuing bank deems it valid. They can refuse to cash a check if they have a "valid" reason (whatever that is). Sure, they will have to feel the wraith of their customer(s) if it turns out the reason is silly and stupid (which is why this never happens), but that doesn't mean it can't happen.
