IMO, these small pairs in position are raise or fold. Calling is just spewing your money away. You are only going to win when you A)flop a set - rare, or B)make others fold - hard to do when all you did was limp.
Who is in the blinds is important as well. Obviously loose callers are likely to call your raise with all kinds of hands, leaving you stranded post flop. So, I would raise if the blinds may fold preflop, or may fold missed flops. They don't need to be tight for this to be true. Some people will call a ton preflop, call a lot on the flop, and fit or fold on the turn. I love those guys. Some loose aggressives will lead into you, but then fold if you raise.
I would be more likely to drop it preflop if the blinds are loose passive callers with anything. They check/call anything from bottom pair to two over cards to the board, or whatever. You raise for fold equity either preflop or post flop. If you don't get it, don't bother playing the hand.
