Where are you located. If you are not in the US, Party Poker is by far the easiest.
If you are a US player, I would say that Full Tilt or Bodog were the next two easiest promos that I did ( I was fortunate to do Party Poker before the ban on US players). In all I have completed the following promos via
PSO: Party Poker, Pokerroom, Titan, Absolute (was by far the hardest for me being a cheapie player(.25-.50), Bodog, Full Tilt, and I am now doing rakeback with Ultimite Bet.
At most sites you will definitely complete the requirements more quickly in ring games vs tournies. Some of the sites, Absolute or party Poker for example do not count your tournies towards you promo clearance. They are based strictly on # of raked hands (AP's min rake is pretty high for a small time player for it to count).
For the points based promos, tournies will count but it will take a while. Keep in mind that the points are based on the size of the rake, so that will matter as well.
Just play within your means and don't start fishing or moving up just because you want to clear the promo faster.
