OK I'll bend here and agree, as you describe it, that POWER typically comes first in politics.
Give the people what they want, (or what
you tell them they want) and in return, you get what you want.
Here in the US, unfortunately the mindset is: Money = Power.
This is just the first baby step in attaining both. There is a bigger scheme in the works here, and this law is just the first dent in the armor.
