I've only played time based tournaments. Now, most of the ones I play are low stake Turbo's, which might as well be hand based. As each round is only 5 minutes, and some players take so long that only a few hands may be played per round. I only do that because often I do not have much time to play, and cash games are not my forte'. I prefer longer round structures though.
I've never played a game that is structured by the number of hands.

I hate Turbo's.
But in saying that my first ever win in a S&G came in a Turbo after I signed up for what I thought was a regular S&G and was wondering why the levels were increasing so fast.

I don't care. I used to tear up party's hand-based SnG's, I have a slightly lower ROI at 'stars for the same time period. Not sure if that's the quality of play or the structure. I don't play party anymore so I can't comment on how it changed the games.
