I can see why he wasn't raising, you don't want to push people out and never find out if you would've hit a royal flush. if I was playing .25/.50 limit, I would be more interested in hitting a royal flush, than taking charge of the hand and semi-bluffing someone out on the turn.
It was a close decision between capping and calling. I didn't want to take the lead in this hand on the turn just in case my hand came in. That way, I could make the check-raise on the river. If I capped the flop and bet the turn, I wouldn't be able to check-raise the river I don't think. Maybe, but who knows. In any event a 20.25 BB pot in a PS limit game is like winning the powerball.
