Paypal *is* eBay.
Paypal charges the receiver the fees, in part, to offset the fees it costs to place the transaction with your credit card. If they can get you to pay using your bank account (no fees for them) and then still charge the fees to the receiver, they make extra cash.
That's why they alwasy push for bank transfers when sending money to a premium account (only the premium accounts get charged the fees -- the basic accounts can not receive money from credit cards).
To be fair to paypal, my wife bought some ebay auction and the woman flat out refused to send it. She emailed the lady and got excuses for a month, then the lady just stopped responding. I filed a complaint with Paypal and they opened a dispute... the lady never responded and Paypal creditted my wife back the $14.03.
One other time, I sold something on eBay (an out of print role playing game) for about $200. When the guy got, he complained that it was no brand new and he shouldn't have to pay the full $200 and that it was worth more like $125 in its current condition. Paypal opened a dispute, subtracted the money from my account, and took arguments from both sides. After a period of time, they reviewed the "evidence" and ruled in my favor, creditting me back the full amount.
In two disputes through Paypal, they were fair, the procedings were not terribly drawn out, and I think they reached the right decision both times.
