Yep, sorry to say the dealer got this one right. Probably already mentioned, but I did not read the entire thread...
The action is one dollar to you, You put one chip in the pot, thus it is a call. Your SB of $1 is not part of your action on that particular bet. It was already placed in the pot.
Think of it this way... You are not in a blind position and make a $2 call. The pot is raised to $8, comes back to you and you want to reraise but do not verbally declare your action before throwing in a $25 chip. Again just a call, even though your $2 call is still in front of you.

I think the dealer did get it right. His was the ruling that captured the "spirit" of the one chip rule. I was just being lazy, and I honestly did think that the one-chip rule ONLY applied when you placed one chips into the pot without having any chips already bet for that round.
Also, of course the best thing to do is to verbally declare your intentions. I usually do, but it's a lesson worth remembering.
