It may only happen to you once, but...

When playing a home/club/firehouse ect tourn, especially at somewhere for the "1st time" .. it's not a bad idea to "mark" your money......
Say it's a $35 buy -in , 32 players.
Tournament director guy suddenly shouts out " Hey, we're $25 short", & everyone claims they paid in ......
Putting small initials, a where'sGeorge.com stamp, or other identifyable mark on your bills you can show if needed will put others at ease that
"you aren't the guy" .......

What TD gives out chips w/out collecting the buy in? No tournies I have gone to - even home games

No kidding! Sounds fishy to me. I'd be like "Hey you were collecting the money douchebag why don't you put in the missing $25 for not being able to, you know, count to 35."

I would say whoever is running the tourney is responsible for the shortfall.

I act as banker for my game and I have to make up shortfall a few times.

Host's responsibility 100% IMO. They should have a PAID sheet that they use to mark everyone off and personally take the money from that person. I do this and never have a problem.
