I'm not Jambine, but let me poke my voice in here and see if I can share what I am familiar with.
UTG places straddle.
UTG+1 *can* place "Over-straddle" however it is typically not live, as the UTG 'live straddle' usually is. Over-calling or over-straddling is effectively a dark bet, or a dead call. Unless the pot it raised, he can not raise with an option once the action comes around to him.
In most cases, (typically in CA. card rooms) providing there is a Straddle or live bet to your right, you can over-straddle that bet.
(House) Rules are rules:
Some card rooms say the action is live, and you have last option on it. (UTG) Others say you do not have last action.
Some say there is / will not be any over-straddling allowed.
I've been in a few card rooms which give the over straddler last action as well. Rare, but it happens.
Vegas, (most every) card rooms / poker rooms ONLY allow a straddle to be 2X the BB. (in, for example a NL game and or a limit game)
California card rooms, most often is *any* amount in a NL game, or 2X the BB in a limit / structured game.
While in NV., N. Lake Tahoe typically allows straddles in their N/L games, and the straddle can be no more than the MAX buyin of the table. ($3/5 NL game, max buy in of 1000, max straddle of 1000) ((yes, this has been an issue in the big game they run at Harvey's, where a player was making outrageous live bets when it was his UTG.))
One last option / scenario is that the button can straddle, or place a live bet regardless. And of course get's last action on his post. (this is common in NL games in and around Reno)
