The chip is basically taken from the person who would have been issued the final chip based on the race. So it really doesn't matter when you give the person a chip, they're going to get one no matter what and there will not be additional chips issued except in the very unusual circumstance that several people stand to be eliminated by the race and there are not going to be enough chips issued to keep them all in the game. I've never seen anything like that before.

In that case they would be issued chips.
