I usually allow about a 30 minute grace period; after that I start the tournement. The remaining people. who are late, get their chip stacks put in play and are blinded off until either they show up, or the end of the re-buy period. The no shows remaining chips are divided amongst the rest of the players. It's really irritating when people don't show. I get the email and phone numbers of all players invited. I start calling people during the 30min grace period. Sometimes *edit* stuff happens and people can't make it I usally allow no shows one muligan. If they no show twice with lame reasons then I won't invite them again.

Late players will be penalized 2 big blinds for every round missed (a penalty of 1 big blind will be used for a player arriving late during level 1). The late arriving player will be seated as the big blind to ensure that the late player contributes at the current blind level immediately. A player must arrive before the start of level 4 to join the game.
First 3 blind levels:
..........Small.....Big
level 1 $25........$50
level 2 $50........$100
level 3 $100.......$200
A player arriving during level 1, but after the game has started, would be seated in the big blind and handed out T4950 starting chips (T5000 - 50).
A player arriving during level 2 would be seated in the big blind and handed out T4900 starting chips (T5000 - 50 - 50).
A player arriving during level 3 would be seated in the big blind and handed out T4700 starting chips (T5000 - 50 - 50 -100 -100).
A player arriving at the very end of level 3 or during the break before level 4, would be seated in the big blind and handed out T4300 starting chips (T5000 - 50 - 50 -100 -100 -200 -200). " So if you arrive before the beginning of round 4, you can have a seat and I'll hand out the appropriate amount of chips based on the rules. If you don't show up by the beginning of round 4, then you can't play that game and I don't have to worry about dealing to empty seats or posting blinds or removing chips for a no show...it works for me.

I got real fed up and I think I went off in one of my invites. But I had the same deal, I got real tired of my 1:00 game starting at 1:25.
Anyway, I do it based on RSVPs. This also got the people that liked to wait until the last minute to respond to get their act together as well. If you RSVP, your seat is guaranteed. If you're late, we'll give you a seat and blind you out. If you don't RSVP, you're at my mercy. If we're at our cap on players and you didn't RSVP, too bad, better luck next time. If there are openings and I feel like dealing with you, you're put into the the BB and your stack is reduced by the number of SBs and BBs you missed.
Your solution may be a combination of the ideas here. One thing I noticed is that the people who are always late also happen to be the people that have never hosted a game and have no idea what goes into it. I say stick to your guns and start the game at your posted start time. Even if you have to start it with half the field. Once people know you're serious about getting things going on time, they'll miraculously start being on time. If you contiune to allow grace periods, you'll have people that will constantly take advantage of it. |

If most of your players are late, but you don't collect the buy-in until they arrive, then it's a bit sticky and sucky for the players that ARE on time.
But if you can find a way to collect in advance, then assign them seats, and post 'em until they arrive.
