Kind of. According to Roberts Rules:
Deliberately acting out of turn will not be tolerated. A player who checks out of turn
may not bet or raise on the next turn to act. An action or verbal declaration out of
turn may be ruled binding if there is no bet, call, or raise by an intervening player
acting after the infraction has been committed. A player who has called out of turn
may not change his wager to a raise under any circumstances.

If there is action behind you, I've played in rooms where "chips in the pot, stay in the pot" as a way of saying, if you don't pay attention, this may cost you.

It's not binding pre say, as much as it is rude. RRoP conver it pretty well.

At most B&M, acting out of turn is binding. At our home game it is. It will have to depend on local rules.

I don't think there is an "actual" punishment, but a friendly reminder after the first time, along with a brief explanation of the impact it has on the other players decisions, might help them see that it is important to wait your turn.

If that doesn't do it then you need to explain to them how you don't want players at your game who can't follow rules and that they don't need to come to the next game.

I play in a game where a guy folds out of turn quite frequently. It's not my game, so I don't make the rules and nobody else seems to mind since he will even fold his BB before waiting to see if the pot gets raised. When he's not folding out of turn he's the guy that has to be told, "It's your turn," then asks, "What's the action to me?" Ticks me off, but as I said it's not my game and the host doesn't have printed rules. People kid him about folding out of turn, but nobody has actually asked him not to do it.
