The basics are that the "house" can make NO profit whatsover from a "game of chance" There are limited exceptions for 501(c)(3) Non-profit organizations.
in general (I AM NOT A LAWYER) most jurisdictions prohibit anyone from profiting from a game (except for the game winnings)
so you could run a poker room without a rake and hope that you're a better player than everyone at your table. no rake and you win money from weaker players
a guy did it up here in canada for a while until he got busted for his blackjack game
i consider that a step up. here in oklahoma we can't even win money (or any representative of value). So, the only way to run a card game here is to do it 'just for play' - or without any money.
