Don't think it is a matter of being legal or not. Just house rules, whatever the host says should be the rule. If it is public poker room, then whatever is posted should be the rule. I have seen 11 for tourn. on both sides of the border.

Yeah, but 11 in Canada only translates to 9.2 US so you don't count!

If you have the tables to do 2 and don't mind the hassle of combining them down to 1 later, then that's fine. I would just jam everyone in to one if it were 11 people. Whatever the host wants, the host gets.

Our 37 inch TV use to be only 35 in. in the US. They change that law a few years back.
