Typically we don't use re-buys for our weekly game (8 - 16 players with a $12.00 buy in), but do use them in our quarterly big game (up to 30 players with a $20.00 buy in)
The way we do it is a single rebuy and a single chip-boost. We give 10,000 chips for the buy in. You're allowed 1 10,000 chip re-buy in the first three blinds for $10.00 - but only if you're at 5,000 chips or less. The "sell" is that the buy in will still be less than the average stack - and it boosts the prize pool. We were up to $660 prize pool for 24 players in the last game which paid 6 players quite well, with 1st taking about $250 and 2nd $150 or so. We also allow a 1 time chip boost in the 1st break (after the first 3 blinds) for $10.00 - which anyone can get ) regardless of their chip count) for $10.00.
In the last game - I took 2nd place with a single buy in - so again the sell is, you can win more, but don't necessarily have to buy more chips to win. It encourages looser play for the first three blinds - but loose play is not "required".
Also, it lets players know that if they're out early, they can still play - they can still play for a bit more money. It's cheap entertainment for the lesser players, (or the unlucky good ones- for that matter).
There are a couple of guys that don't like it - but we don't do it every game - so there's something for everybody.
