Exactly. For rebuys, if I get handed a $20 bill it is a lot easier to hand someone a $20 chip and have them get some change. If I'm still playing in the game and hosting it, it makes it a lot easier this way than to bust out a whole starting stack of .25, .50 and 1's. I'd rather play another hand than worry about rebuying someone with a mixed stack.

In the games that I host - we get all the change out on the table with the initial buy ins. That means when somebody buys in for £20, we just hand them one chip and they get change, usually off the person who just busted them.
It's similiar to when you play in rebuy tournaments in the casinos. You might start off with 8x25 and 8x100 for a T1000 tournament, but when you rebuy, you'll usually get just the one 1,000 chip.

Another nice thing is since there is no standard $20 chip color you can work in a cool variation to your chip set.
Say a chocolate or yellow, even a shade of green
(you most likely would never have $20 and $25 in play at the same game)
blue, pink, orange ...
see how this leads to the need for more chips?
