If it's in reference to the chips in the original post, those with the fleur de lys embossing are compressed paper. I seem to remember that they were pretty quiet when they were splashed onto the surface of a formica kitchen table top. The bakelite discussion was in reference to another kind of chip that I had played with as a child.

Made to help keep poker games quite. Along with wood and rubber chips. (Tupperware even had "noiseless" chips!)
These have nearly no value. The only real collectible one are those used for advertising where company names and the like were hot-stamped on one or both sides.
I even have some white ones that were hot-stamped on one side with someones initials! Hot-stamps are usually in black or red.
