This one is tough. I like the yellow and dark blue, and even though I'm inclined to go with Packer colors, I voted dark blue.

Hard to choose. Do you want the border to blend with the rest of the chip
and the subjuct or do you want it to contrast?

#1 for me. Blend the color don't pop. It will distract for the subjects
And that's what the chips are about. Make the subjects "POP"

I like #2 the best, the yellow adds a bit of contrast and makes the subject stand out better.

Duller colors on border with lower saturation helps keep focus / interest on the subject, IMO.

Gotta go with the light blue. More subtle and classy look and as another stated earlier - blends with the girl better.

I agree strongly with this logic - but I chose the dark blue. It's a little more contrast than the lt. blue but I think having a bright color (i.e. yellow) puts too much emphasis on the border and is distracting. Light blue looks good too, though.
