The original buyers should be able to buy as many as they want. Some of us bought small tournament sets and want to expand and some of us bought cash sets that we want to expand. Those that didn't get cash set might want then now if you have a tournament set or visa versa. Most of us didn't even know how we would like Matsui chips and avoided making big orders.With the changes in the 1000 chip alot of us will be replacing our 1000's.Now that we know just how nice these chips are we shouldn't be limited on how much we rebuy.
I agree with asam and his arguments for no limit on rebuy amounts.
I would add this: I understand that when rebuys were first discussed, there was some concern that large rebuys would make the chips less exclusive. But I highly doubt that most of us want to or can afford to make a such huge rebuys that this will become as issue.
