2 sample sets... im assuming means one of each color with both different inlays displayed?... which would be 7 chips of one inlay and 7 chips of the same colors with different inlays (if this makes sense) ??

if so then put me down for 2 sets... 14 chips...

I believe that there is a different inlay on each side of the chip, not two different versions of each. I'd like two sets so I can have both sides on display at the same time, and probably the same reason some other people would like two sets.

You are right, the black inlay is on one side of the chip and the white is the other side. It is not two different chip sets.

Personally, if I was designing these chips, I'd just go with the black inlay on both sides

But they still look really nice.
