I'm asking because it would be a way for me to be able to save up longer by just buying a sample set or two now.

If there is a rebuy, you will have to have ordered a playable set to get the art fee discount. I don't think it's fair for the sample set buyer to pay such a small portion of the art fee to then get the full discount on a rebuy.

FYI, I consider 100 chips the minimum number for a playable set, so you could just pick up a rack on the original buy.
