Photoshop is intended for digital imaging editing, and may not be the best program anyway (though I have used Photoshop CS exclusively for some labels). If you can learn it quick enough, I think Adobe has a 30 trial version that you can download of Illustrator.) Insofar as free programs, you might want to check on Tucows for freeware, and some of the trial version applications at onlinelabel.com have limited design capabilities. If you're willing to buy a legitimate program, I think you would probably find Paint Shop Pro both easy to use and powerful enough for most of your design purposes, and the price is affordable as well.
UPDATE Apologies, I just noticed that you wanted to do photo backgrounds. While PaintShop Pro will also work for that, a less expensive alternative that is also in your 'free' price range may be applications like the Adobe Photo Deluxe version that comes with scanners and other digital imaging products.
