Ok,

Adobe Photoshop is very expensive! Are there any other image editors out there people have used and any resources as to where to get them, preferably for free, would be great!

Try Photoshop Elements, about 1/7th the price and most of the tools.

Not sure how much less expensive it is - but I use an old copy of Corel PhotoPaint 8 that I picked up at a garage sale. I love that interface and was able to pick up a cheap used copy. Still works great on Windows XP and have used it to create my chip collection web site.

If you can't afford new then try finding old copies and buy a cheap upgrade package.

CorelDRAW Essentials 2 is a reasonably priced vector drawing option, and for chipcos, they prefer vector art. $72 at amazon.

Photoshop is intended for digital imaging editing, and may not be the best program anyway (though I have used Photoshop CS exclusively for some labels). If you can learn it quick enough, I think Adobe has a 30 trial version that you can download of Illustrator.) Insofar as free programs, you might want to check on Tucows for freeware, and some of the trial version applications at onlinelabel.com have limited design capabilities. If you're willing to buy a legitimate program, I think you would probably find Paint Shop Pro both easy to use and powerful enough for most of your design purposes, and the price is affordable as well.

UPDATE Apologies, I just noticed that you wanted to do photo backgrounds. While PaintShop Pro will also work for that, a less expensive alternative that is also in your 'free' price range may be applications like the Adobe Photo Deluxe version that comes with scanners and other digital imaging products.
